Introduction

This article is the revised edition of an article entitled "Development in the

Distribution of Learning Materials" by the same author, in Universitas Terbuka:
Dulu, Kini dan Esok. Jakarta, (2004), Wahyono, et al. (Eds). As there have been

significant changes in the area of learning materials services, this revised edition
is needed to appear in this book.

In distance higher education. system , such as applied at Universitas
Terbuka (UT), learning materials (printed and recorded) are one of the major

components in the teaching learning, apart from other components such as,
registration , tutorial/practice/practicum, and examination.

UT students have to learn more independently from the provided self-
instructional learning materials. The learning materials are to be received by the
