Manual E-xcellence meliputi enam area mutu, yaitu (1) manajemen
strategis (strategic management), (2) desain kurikulum (curriculum
design), (3) desain mata kuliah (course design), (4) penyampaian mata
kuliah (course delivery), (5) dukungan bagi staf (staff support), dan (6)
dukungan bagi pesera didik (student support). Untuk setiap area mutu
tersebut, manual memberikan beberapa pernyataan praktik, baik
sebagai tolok ukur (benchmark), indikator-indikator untuk menilai
ketercapaian tolok ukur, maupun semacam pernyataan praktik unggul
yang menggambarkan kondisi institusi yang harus dicapai agar dapat
dinyatakan telah mencapai keunggulan dalam mutu (statement at
excellence level). Sebagai contoh, suatu institusi dapat dikatakan memiliki
mutu manajemen strategis yang unggul di antaranya jika (https://e-

sebagai berikut.
• There is institution-wide engagement with the development of policies
and plans for the achievement and enhancement of e-learning.
• There is a widespread understanding of and engagement with the
implementation of e-learning policies across the institution.
• Institutional plans make provision for the resources necessary to
install and maintain the physical and technical infrastructure needed
and allocate responsibility for the delivery of services to specific
departments.
• Resourcing plans embrace both initial investment in equipment,
software, etc. and also set appropriate targets for cycles of updating,
renewal and replacement.
• Staff development plans address the skills required in a digital world.
• There are exchange agreements with other educational institutions
providing e-learning programmes, and interoperabilities have been
agreed and set out with these providers.
• The institution evaluates the virtual mobility policy and its results
regularly.
• A risk analysis is conducted on all initiatives involving third parties and
contingency plans to protect student and institutional interests put in
place.
• The institution’s engagement with OER and MOOCs is regularly
reviewed and evaluations widely shared across the institution.
