Setelah merdeka, politik hukum pemerintahan lokal terus berubah. Pada Republik I (1945\u00e2\u20ac\u201d1949) politik hukumnya unitaristik-desentralistik, pada masa RIS (1949\u00e2\u20ac\u201d1950) federalistis-desentralistik, pada Republik II (1950\u00e2\u20ac\u201d1959) unitaristik-federalistis, pada Republik III (1959\u00e2\u20ac\u201d2000) unitaristik-sentralistis, dan pada Republik IV (2000\u00e2\u20ac\u201dsekarang) unitaristik-federalistis. Satuan pemerintahan pada tingkat lokal terdiri atas tiga bentuk, yaitu (1) daerah otonom, (2) wilayah administrasi, dan (3) instansi vertikal. Pemerintah lokal wajib memberikan pelayanan publik, yaitu menyampaikan barang publik dan jasa publik kepada warga negara. Pemerintah lokal di Eropa kontinental diselenggarakan oleh council (dewan). Di Amerika Serikat, hal itu diselenggarakan oleh council, council dan mayor, council dan manajer, serta komisi.
